Proposal  SHALOM 2 YOU, Inc.

Despite much progress against the spread of HIV/AIDS throughout the United States,
many areas and groups have been left behind, specifically African-American women aged 40 and over. Shalom 2 YOU, Inc is a new HIV/AIDS service organization in Bedford Stuyvesant whose goal is to educate women aged 40 and over about HIV prevention and care through health education and prevention workshops.

Bedford Stuyvesant rivals any neighborhood in NYC for the intensity of its HIV epidemic. As of 2004, Central Brooklyn has an HIV rate of 127.3 people living with HIV per 100,000 residents compared to a citywide rate of 60.3 per 100,000 residents.

According to the Brooklyn AIDS Task Force 2004 report, 64% of new HIV infections are among African-American women even though they represent only 12% of the female population. A NYC Department of Health & Mental Hygiene HIV Epidemiology Program Quarterly Report dated July 2005 concludes that a high proportion of HIV-infected women are at risk of transmitting HIV through unprotected sex with partners of negative or unknown HIV status. Ongoing prevention efforts are needed to promote and maintain safe sex among HIV-infected women and HIV care providers require prevention training and assessment tools in order to implement targeted interventions aimed at reducing risk behaviors.

These problems are further exacerbated among women aged 40 and over. The combination of an increased number of women aged 40 and over, as well as the increase of divorced and widowed people over 40 engender additional challenges in meeting the HIV prevention needs of this population. Many older women are sexually active, and some are drug users, with behaviors that put them at risk of contracting the disease. Older women are unlikely to consistently use condoms during sex because of a generational mindset and unfamiliarity with HIV prevention methods. Since many HIV symptoms are similar to those associated with aging i.e. fatigue, weight loss, dementia, skin rashes, and swollen lymph nodes misdiagnosis is common. Brooklyn has 24% of NYCs PLWHA over 45, according to the NYC Health Department figures.

The vision of SHALOM 2 YOU, Inc is to inspire, influence and empower African-American women 40+ to make informed behavioral changes that will decrease the spread of HIV/AIDS by providing them with the knowledge, skills and pride to actively protect themselves from becoming infected with the AIDS virus in the Bedford-Stuyvesant, Bushwick and Crown Height areas of Brooklyn, New York.

SHALOM 2 YOU, INC will also address issues such as high blood pressure, diabetes, stroke, obesity and smoking cessation which are also detrimental to African American women.

Interfaith Medical Center, Primary Care Center; Brooklyn Hospital Medical Center; HSBC Bank USA;  Council Member Al Vann and Congressman Ed Towns; American Stroke Association among other partnership  organizations in the struggle have agreed to partner with SHALOM 2 YOU, Inc to accomplish the mission.

I, Ms. Juanita Owens, the Executive Director of SHALOM 2 YOU, Inc. have extensive
experience in working in the HIV/AIDS field. As a Crisis Intervention Counselor for the last 4 years I have provided educational counseling; conducted lectures and seminars regarding HIV/AIDS, STD’s and other health related issues. I also develop and implement techniques to engage the community. As an Outreach Worker, I provide information and referrals, and develop and manage community linkages.

I am a Streamlined Rapid HIV Pre/Post Test Counselor and I am certified by the New York City Department of Health and Mental Hygiene HIV Training Institute to perform the Ora Sure Rapid Advance HIV Test.

Also, I have certificates /Letters of Attendance from the New York City Department of Health and Mental Hygiene HIV Training Institute, Cicatelli Associates and NDRI qualifying me to work in the HIV/AIDS healthcare field.

SHALOM 2 YOU, Inc. conducts HIV/AIDS seminars; workshops; forums and lectures. We also provide health education and risk reduction information to individuals and/or groups. SHALOM 2 YOU, Inc. targets places where individuals at highest risk congregate, including provision of educational materials on safer sex supplies (i.e. male/female condoms and their proper usage). SHALOM 2 YOU, Inc. trains facilitators and community peer-mentors using “SISTA (Sisters Informing Sisters about Topics on AIDS) Project” principals. This includes supervised role-play and one-on-one/group support sessions. SHALOM 2 YOU, Inc. conducts street outreach and event tabling at hospitals, clinics, churches and schools to increase community awareness and activism. SHALOM 2 YOU Inc. will also conduct Streamlined Rapid HIV testing which is also called or referred to as Ora Quick Advance testing which is an inside of the mouth gum swab or finger prick test.  SHALOM 2 YOU, Inc. would initiate referrals for community residents and/or workshop participants, to access partnership services where necessary for African-American women 40+ living with HIV/AIDS, or at risk of contracting the virus in the Bedford-Stuyvesant area of Brooklyn, New York.
